Director, Project Management

juwi Inc. (juwi) is based in Boulder, Colorado, and specializes in developing, constructing, and operating utility-scale solar power plants throughout North America.

juwi has established an aggressive target for bringing solar power online over the next several years and is seeking a Director, Project Management to support the company’s goals.

FUNCTION:

The Director Project Management will be responsible for directing, developing, and leading juwi’s project managers, on-site construction personnel and juwi’s safety program. The incumbent will establish and continue contractor relationships and provide management support for construction sites and project managers.  The incumbent will be charged with ensuring the successful execution of all juwi construction projects from the pre-construction and contractor RFP phase through final acceptance under EPC contracts.  The incumbent will lead the hiring and training of new construction employees. The incumbent will travel to active construction sites periodically for oversight and support of the permanent juwi field team.  The incumbent will maintain the juwi safety plan, ensuring it is current with industry standards and law.

POSITION DESCRIPTION:

  • Supervise project managers, all juwi site construction personnel and juwi and contract safety personnel.
  • Participate in negotiation of EPC Contracts
  • Lead negotiation of subcontracts
  • Provide leadership and guidance to juwi project managers
  • Determine juwi’s construction staffing needs and lead hiring process
  • Ensure safety procedures are successfully implemented on site
  • Ensure all construction permitting requirements are followed and managed
  • Develop list of capable contractors for various work locations; maintain good working relations with contractors’ managements
  • Establish competitive bidding process for construction contractors; evaluate contractors for specific projects and present analysis and recommendations to Management
  • Review project designs and provide feedback to the engineering team
  • Review all project cost models and schedules to be used in juwi’s proposals
  • Oversee development of construction “Scope of Work” for contractors, with input from engineering and legal
  • Monitor and assure subcontractor performance, quality, and onsite conduct.
  • Assign and schedule the utilization of JSI construction, commissioning and SCADA implementation personnel in support of project schedules
  • Ensure project completion within established cost, schedule and quality requirements
  • Champion the resolution of site issues identified by construction personnel or others; obtain input from parties such as engineering, procurement and project management
  • Attend monthly site meetings with contractors’ management
  • Recommend course of action to project managers on issues affecting schedule, cost, quality, scope of work or warranty considerations
  • Develop and implement work processes to ensure productive and safe work processes
  • Review recommended actions on Change Orders from project managers
  • Provide construction input to cost savings initiatives; ensure construction related savings are achieved by engaging qualified contractors in project estimating exercises
  • Support company presentations during PPA or EPC bidding processes and project equity sales
  • Based in Boulder with frequent travel to job sites and to qualify contractors

QUALIFICATIONS:

  • BS degree, 10 years of relevant experience;
  • Thorough knowledge of EPC business
  • Direct management experience
  • Skilled in MS Excel, PowerPoint, Word and Project
  • Analytical Skills for problem solving
  • Knowledge of PV systems a plus
  • Strong interpersonal skills, excellent communication (verbal and writing) and coordination skills.

Project Developer

Project Developer

Department: Business Development
Location: Boulder, CO

Function:

The Project Developer is responsible for securing land positions, negotiating LOIs and lease/purchase options, the successful development, including entitlement, permitting and environmental compliance, for projects to which he or she is assigned. The Project Developer will establish and manage the development schedule and development budget.  During the development phase of a project, the Project Developer will represent the company’s interests in front of authorities having jurisdiction such as city councils, zoning commissions, and planning commissions.  In connection with the project financing process, the Project Developer will prepare permitting summaries and will address questions and issues raised by juwi’s customers on these matters.  During the construction phase of a project, the Project Developer will  ensure compliance with all project permits.  The Project Developer will work closely with the Business Development, Project Management, Engineering, Construction, Legal and Finance teams to ensure timely and smooth project development.

Position Description:
In addition to the functional responsibilities described above, the Project Developer:

 

  • Participates as an integral member of the Project Development team;
  • Identifies land parcels meeting the Company’s solar development requirements;
  • Secures land positions for the Company;
  • Supports in-house title in gathering, organizing and analyzing title documents and performing internal title updates;
  • Works with in-house GIS resources to guide land screening activities;
  • Engages landowners in land acquisition discussions about project site opportunities;
  • Supports drafting of LOI, option and lease agreements;
  • Negotiates LOIs, options and lease agreements with landowners;
  • Travels to site locations to meet with landowners and evaluate sites;
  • Maintains a working relationship with landowners;
  • Coordinates and distributes work assignments when the workload requires using contract personnel for lease acquisitions;
  • Writes summary land reports documenting the landscape of leasing options;
  • Assists in title curative work;
  • Identifies and selects viable utility-scale solar energy generation facility locations, including the identification of property ownership, topography, insolation, and interconnection;
  • Confers with internal team members to ensure potential land use, zoning, and environmental risks and costs are understood prior to committing to a project site;
  • Generates and manages development schedules and budgets reflecting research into permitting and site study requirements, timeframes, and costs and periodically reports progress;
  • Oversees the development and permitting processes for specific projects, including:
    • supporting the Engineering team in the interconnection process,
    • selecting and managing consulting firms (e.g. environmental site studies, surveying, permitting support and regulatory compliance),
    • consulting on the selection of a civil design firm,
    • supporting site design efforts,
    • managing all land use and zoning approvals, site studies and environmental permitting, and
    • ensuring compliance with all permits and approvals;
  • Advises the Business Development, Project Management, Legal, Engineering, Construction, and other teams to ensure a comprehensive understanding of project permitting requirements, a smooth handoff between development and project management and a successful, cost effective, and efficient project development process;
  • Manages community outreach and public stakeholder communication and education;
  • Manages outside counsel on project-specific land use, zoning, and environmental issues; and
  • Works with landowners on permitting and approval processes.

Qualifications

  • BA/BS degree: planning, civil engineering, construction management, environmental, natural resources degree or relevant work experience preferred.
  • Excellent written and oral communication skills.
  • Minimum of five years of experience in land sourcing, project development, permitting/planning.
  • Strong understanding of land title matters, land use, zoning, construction permitting, and environmental policy and law.

Function:

The Origination team member will be responsible and accountable for executing the origination strategy of the company in the North American market.  The Origination professional will work closely with the company’s senior management group, Finance and Legal teams as well as the BD team leadership to execute the company’s origination goals. The origination responsibility/territory will be determined and may evolve as new market opportunities become viable.

Position Description:

The Origination Team Member will, in addition to fulfilling other related responsibilities:

  • Originate new solar PV business development opportunities in defined area of responsibility/North American territory
  • Successfully assess new opportunities based on a thorough understanding of the North American energy business, including markets, technology and competitors; be able to quickly identify attractive opportunities and decline unattractive ones
  • Successfully execute attractive growth opportunities, including greenfield and M&A projects
  • Work closely and negotiate with commercial counterparties, government entities and other stakeholders on projects/transactions
  • Generally, contribute to the Business Development group activities as assigned by the BD team leadership, senior management and other related functional groups within the company, including the Finance and Legal groups; representative tasks may include
    • Conducting market research,
    • Supporting senior executives with idea generation, analysis and advice on origination and execution of new projects,
    • Supporting the Finance and Project Development groups,
